    • Paul, the Bible does not explicitly address the Holy Spirit and infants.

      It helps to remember that we do not "have" the Holy Spirit in the sense of "possessing" the Holy Spirit. Rather, the Holy Spirit attempts to influence us and will guide us and transform us if we let Him. This implies a sense of self and the ability to choose. In the case of infants, I believe that the choice of the parents has a significant influence on how much the Holy Spirit can be active in the infant.

      However, a number of texts speak of God "forming" infants in the womb: Psalm 139:13, Isaiah 44:2, Isa 42:24, Is 44:24, Isa 49:5, Jer 1:5. These would suggest an active role in the life of infants in the womb and beyond. Furthermore, the words of John that [Christ] "was the true Light, which lighteth every man that cometh into the world" (John 1:9) suggest that a role of the Holy Spirit even in the life of infants.

      I think it is best to recognize that some details are not important for us to know, as Moses wrote, "The secret things belong to the Lord our God, but the things that are revealed belong to us and to our children forever, that we may do all the words of this law." (Deut 29:29). We can safely trust God with infants, remembering that Jesus said that "whoever causes one of these little ones who believe in me to sin, it would be better for him to have a great millstone fastened around his neck and to be drowned in the depth of the sea." (Matt 18:6)
